民主革命时期中共党内监督的历史沿革及其特点

Historical Evolution and Characteristics of the Supervision within the CPC In the Period of Democratic Revolution

以党内监督权的归属为线索,本文论述了民主革命时期中共党内监督历史沿革的四个阶段,即:党内监督权由各级执行委员会直接行使阶段;党内专门监督机构较为独立完整地行使党内监督权阶段;党内监督权逐渐复归各级党委会的过渡阶段;各级党委会通过专门监督机构行使党内监督权机制的正式确定和延展阶段。同时,本文还对这一时期中共党内监督所具备的五个主要特点及其对新时期党内监督工作的深刻启示进行了探讨。

With the subordination of supervision power within the CPC as a lead this paper gives a brief yet systematic account of the four stages in the historical evolution of supervision within the CPC in the period of democratic revolution： First, the power of supervision within the Party was exercised directly by executive committees at various levels; Second, a special supervision organ exercised the power relatively independently; Third, the transitional period when the supervision power returned to the Party committees at various levels; Fourth, the formal establishment of the mechanism whereby the Party committees at various levels exercised the power of supervision within the Party through special supervision organs. Meanwhile, this paper also probes into the five main characteristics of the supervision within the CPC in this period and its significant enlightenment for the work in this field during the new era.
