On the Democratic and Political Functions of Media and the Realization of Standardized Procedure

媒体是现代民主政治的重要基础。媒体民主政治功能和作用的发挥,有赖于媒体政治活动程序化的推进。媒体民主政治活动的程序,就是实现媒体民主政治价值和功能的程序和次序,其中主要包括规范和次序两个方面。在构建过程中应该遵循新闻自由与社会责任相统一、增强可操作性、适时、适度和平衡等原则。

Media are an important basis for democratic politics in modem times;the performance of their democratic and political functions depend on the progress of standardized procedure for the political activities of media. The procedure for the political and democratic activities of media refers to the procedure and older which are to be followed if the democratic and political value and functions of media are to be fulfilled, which mainly include two respects such as norm and sequence. In its construction, some principles that we should adhered to are firstly, to coordinate the freedom of information and social responsibility, secondly to improve operatability and try to be timely to a moderate degree and in good balance.
