Development districts bade farewell to the era of invigoration with government policy

2006年8月21日，是邓小平同志”开发区大有希望“题词20周年纪念日。为缅怀伟人关怀，回顾发展历程，总结成功经验，探求未来发展，天津市政府与商务部联合举办了隆重的纪念活动。在这个颇有意义的时刻，也让我们将目光再次聚焦到了改革开放的试验田——中国开发区。

At the beginning of the reform and opening-up, these districts were basically invigorated with government policy. Over the past 20 years, though it has effectively promoted the development of the zones, this mode of relying solely on beneficial policies exposes many problems . Face with fierce competition from domestic and foreign businesses and with emphasis on core economic power as the general trend, the management system of these districts are moving toward less government intervention and adjustment mainly by market mechanism.
