集约型经济增长的实质是有效地利用综合生产要素和资源，通过要素效率的提高来实现人均产值的增长，集约型经济增长运行的根本规律是收益递增律，收益递增律得以发挥作用、集约型经济增长得以实现的动力源在于劳动者素质的提高，而提高劳动者素质在于构建有效率的制度。

The author holds that the essence of intensive-type economic growth depends on howto make good use of the comprehensive factors of production and resources, to realize thegrowth of per output value by improving factor efficiency. The fundamental operation law ofintensive-type economic growth is the one of increasing returns. The enhancement of thequality of labour power will lead to the efficient operation of the law of increasing returnsand realization of intensive-type economic growth. In addition,the enhancement of the quality of labour power lies in its establishment of efficient system,and now the nature of education in China has been transformed from superstructure first into manpower first.
