A Policy Architecture for Telecommunication Billing Management

基于策略的网络管理是运营支撑系统的发展方向。本文综合传统网络计费业务构架和NGOSS(下一代运营支撑系统)的eTOM(扩展电信运营视图)构架,提出一种计费策略体系。本文在分析电信计费业务的基础上分析了计费业务涉及的各个因素,并在此基础上给出计费构成。最后,我们用一个VOD服务实例进行了详细说明。

Policy-based billing is a new technique for future systems. This paper brings forward a new billing policy architecture based on the integration of the traditional billing process framework and the eTOM（extended Telecom Operation Map） billing business framework. This paper also gives a set of policy components based on the analysis of the billing business process. A VOD use case is given at the end of the paper.
