The reform direction and path of the public service administration in our country, in a certain sense, depend on the understanding of the subject and object of the public service administration. Currently, the subject of the public service administration in our country is a system consisting of the government, the ruling party, non-government organization and the people. The object of the public service administration can be classified into different category systems according to different standards.
