论近代农业产权制度对工业化的影响

Influence of the Agricultural Property on Industrialization of Modern China

私有产权制度不可能孤立地存在于工业领域,农业产权制度的变迁对它也会产生影响。在工业技术和组织更新的浪潮驱动下,晚清政府在农业中也开始着手推行技术和组织的改革和改良,这对当时的农业生产环境的改善和发展起到了一定的积极作用。但是由于农业的产权制度并没有根本的变革,传统的小农产权制度没有实现变迁,农业的生产率仍然得不到历史性的改变。因而,中国的传统农业,无论是在农业产品的供给上,还是劳动力、资金和组织等经济资源的提供上,都不能为晚清的工业化及其产权制度的变迁作出应有的贡献。广大的农村与工业化基本隔绝,工业与农业、城市与农村的现代差距开始显现。

With industrialization technology and organization changes quickly, the China＇s government began to conduct the technologic promotion and organizational reform on agriculture area in the later Qing Dynasty. As a result, agricultural condition was improved. However, the agriculture productivity was still in a low level historically because the traditional property system in agriculture area was not reformed. Therefore, China＇s agriculture could not offer the basic contributions to industrialization by supplying labors products, capital and organization.
