摘要
法、德、俄等欧洲国家反对美国发动伊拉克战争,此现象引起了国际政治学界和政策界的关注。美国部分学者依据所谓的“软”制衡理论,从反对形式和动因两个方面来阐释、分析这一现象,并得出这种反对具有“制衡”性质的结论。本文针对这一结论,仍从反对形式和动因两个方面来考察欧洲有关国家反对美国发动伊拉克战争这一现象,但得出的结论是,这种反对不是制衡,而是传统的外交摩擦。
The opposition of France, Germony and Russia to the American-led war on Iraq has caused concern among international political scientist and policy analysts. The soft balancing theory proponents in the United States has examined the U.S.-Europe crisis over Iraq in terms of the forms and motives of these European powers' opposition, and has concluded that the opposition is an act of check and balance against the U.S. This article re-examines the opposition still in terms of forms and motives, and concludes that the opposition is traditional diplomatic friction rather than check and balance action aiming at the U.S.
