The theory of Fractional-N Phase Locked Loop （PLL） frequency synthesizer is described in this paper. Then the process of how to simulate and design the synthesizer with ADS software from Agilent technologies is introduced in detail.The simulation results conform well to the theory design, which indicates that the simulation based on ADS software can improve the circuit design and fabrication.
