都市区的区域管治——地区发展中政府间的协调与管理

REGIONAL GOVERNANCE IN METROPOLITAN AREA: AN INTERGOVERNMENTAL COORDI-NATION AND ADMINISTRATION FOR RE-GIONAL DEVELOPMENT

通过对美国都市区管治机制的研究,总结了不同层级政府间进行协调和管理的多种经验;分析了我国区域管治的变化和特点,认为明确财权和事权的划分是区域管治的关键,进而探讨了中国城市化进程中都市区域政府之间的协调与管理途径。

Based on the research of the governance mechanism in metropolitan areas of America, this paper summarizes the various governance modes of coordination and administration between governments at different levels, and analyzes the evolvement and characteristic of regional governance in China. It is regarded that the clarity of responsibilities and finance between the central government and local governments are the key to the regional governance in metropolitan areas, furthermore, it discusses the way of intergovernmental coordination and administration in metropolitan areas in China＇s urbanization.
