Revolution and Transition of Global Economical System and China’s Countermeasures

当前的国际经济体系正处在变革和转型之中。20世纪八九十年代以来,随着新兴发展中国家的崛起,发达国家在世界经济中独领风骚的神话被打破,世界经济加速走向多极化。发达国家寻求有效全球治理绝不能漠视发展中国家的存在及其作用,新兴大国参与国际事务已成定局,七国集团在国际经济体系中主导地位趋于松动和弱化,发达国家支配全球经济的时代将走向终结。尽管世界经济力量对比结构在变动中,但实力指标不能单看GDP,要注重经济质量和全面的考察,注重金融资本的主导作用。国际经济体系的变革是个漫长渐进的过程,发达国家在相当长时期内仍占主导地位,但调整、磨合和重组是基本态势。在这一情势下,必须对中国经济作正确的估量和定位,必须把握好中国对现行国际经济体系的正确态度和对策。中国已是现行体系的一部分,不需要也无能力充当挑战者,但也绝不当被动消极的“体系的维护者”,而是应做主动积极推进国际经济体系变革的参与者,发挥多边沟通的桥梁作用和建设性作用。

The current economical system of the world is in revolution and transition. Since 1980s and 90s, with the rise of developing countries, no longer goes the myth that the developed countries are the only advanced ones, and the world economy is accelerating towards multiplicity. The developed countries could not neglect the existence of the developing countries and their functions if seeking an effective management of the world. The newly thriving big countries are sure to take part in international affairs, the mainline position of the seven-countries group in global economical system is weakening, and there will be an end for the developed countries to dominate the world economy. Although the contrast structure of the world＇ s economical forces is in changing, the power index could not be judged only by GDP. It is important to exam comprehensively the quality of economy and the leading function of financial assets. The revolution of international economical system is a long and gradual process, in which the developed countries will still play a leading role in quite a long period, but the fundamental situation will be adjustment, adaptation and re-organization. In this situation, the Chinese economy must be correctly measured and positioned. It is a must to have a correct attitude and the countermeasures towards the current international economical system. China is now a part of this system, it needn＇t, as well as being unable, to act as a challenger, and also, of course, not to be a negative ＂protector of the system＂. China must actively promote the revolution of the system, and play a role for multi-communication and construction for it.
