建设节约型社会应该成为国家发展的长期战略思路,节约资源、控制人口和保护环境这三者应共同构成新时期的基本国策。建设节约型社会需要全社会的共同参与和共同行动。要增强公众的资源忧患意识和资源节约意识,在全社会各个层面形成资源节约的良好氛围。

Constructing a thrifty society should be regarded as the strategic train of thought for our country＇s long- term development. Economizing resources, controlling the population and protecting the environment should commonly constitute the fundamental policy of our country during the new period. The construction of a thrifty society requires the common participation and common action of the whole society. It is necessary to strengthen the public consciousness of worrying about resources and the awareness of saving the resources. A better atmosphere in economizing the resources should be formed in different walks of life of the whole society.
