党的执政基础在基层，基层党支部是党的各项工作的战斗堡垒，基础不牢，党的执政地位就不可能得到有效保证。笔者对基层党支部的地位、作用、功能、职责以及支部书记的自身综合素质进行一些初步探讨，对在新形势下如何加强党支部全面建设，如何加强支部书记自身素质的培养和提高，巩固党的执政地位，提高党的执政能力，加强党的执政基础具有一定的指导作用。
