The government should have systems to ensure citizens the bottom line of ethics of the same developmental opportunity . The education justice is relative and dynamic. It requires the society to treat the public with justice on one hand, and give them the same educational right, education chance and educational resource; on the other hand, It demands to pay attention to the individual difference and develop individualized education with the purpose of developing in an all- round way and to utrost.
