To achieve this goal, what kind of development pattern we should choose has become the focus problem. According to the changing environment of domestic economy, politics and tourism industry itself, it＇s necessary to set up limited- government- led model to promote the change of government＇ s functions during the economic transition period, which is also the real choice and inevitable demand to encourage the tourism to develop rapidly and healthily.
