摘要
节水农业是一项跨部门、跨学科的系统工程,需要从综合的角度对节水农业进行更加深入的研究。从我国水资源紧缺的现实出发,分析当前我国农业用水存在的农业用水利用率低、浪费严重;水质污染严重与恶化加剧了农业用水的短缺程度;节水农业技术不普及等问题。为此提出了强化水资源管理的能力建设;实施农业节水技术一体化战略;建立科学的节水高效水价体系;多途径加强水质污染的综合治理以及协调处理好各方面关系等措施。
Water-saving agriculture is a systemic engineering which needs cooperation of multi-department and interdisciplinary studies. Further synthetic studies on water-saving agriculture were put forward. Based on the situation of water resources shortage, some problems, which made the situation even worse, were analyzed. For example, the inefficiency of water utilization in agriculture led to the waste of water resources, the pollution of water resources led to functional shortage of agriculture water supply, water-saving agriculture technology was not widely used yet. Therefore, it is necessary to enhance the management of water resources, to realize the integration strategy of water-saving agriculture, to establish the scientific efficient water price system, to prevent polluting and remedy the polluted water and to coordinate the relationships between agriculture and other departments.
