文化是综合国力的重要方面,是国际竞争中备受关注的“软实力”。文化力作为文化的动态表现,是综合国力的构成要素。开发文化力首先要立足于文化建设。文化建设包括思想道德建设和科学文化建设。思想道德作为意识形态的一种表现形式,体现着社会主义精神文明的性质和方向。

Cudture proves to be the important part of comprehensive national power as well as the ＇ soft strength＇ given close attention by international competition. As dynamic reflection of culture, cultural power is the essencial component of comprehensive strength. Therefore, the development of cultural power first is based on cultural construction, which includes construction of ideological moral and scientific culture. As the manifestation of ideology, ideological moral reflects quality and direction of socialist spiritual civilization.
