科学构建行政法的基本原则意义重大。必须把握三条思路:一是采取“拿来主义”的方法,但必须走中国特色的行政法制建设之路;二是正视历史,打扫“垃圾”,为行政法基本原则的科学确立提供前提和基础;三是将行政法基本原则进行顺位思考,分清轻重缓急。

It is of significance for scientifically building fundamental principle of administrative law. It must master such the three thoughts： to adopt principle of ＇ discarding the dross and selecting the essential＇ following development of administrative legal construction with chinese characteristics; taking facing up to the history and sweeping the ＇ garbage ＇ as premise and basis; to take it into sequential consideration to know the importance and urgency.
