建立健全与经济发展水平相适应的社会保障体系,必须首先回答它的内涵是什么?它的衡量标准是什么?这个体系的构成是什么?社会保障体系“与经济发展水平相适应”,就是社会保障的总体水平既充分体现经济发展成果,又不超越经济发展水平,应当由四项指标来衡量并确定它们的合理的值。“十一五”期间和2020年以前,我国社会保障体系应当发生三方面的变化:农村社会保障体系将真正建立;城镇社会保障体系将进一步健全;社会福利事业将有较大的发展。
