论突发公共事件对政府行政能力的折射

The Analysis of the Government's Ability Reflected in Public Emergencies

随着突发公共事件的频繁发生,政府对其进行的预防与处理越来越折射出一国政府行政能力的水平。文章对突发公共事件折射出的政府能力进行了法律上的分析,并在此分析基础上,指出应对处理突发公共事件的立法、行政公权力运行及行政救济问题应予以高度重视,并对其需要加强注意的问题进行了有益思考,希望能够进一步提高政府处理突发公共事件的能力。

Along with the frequent occurrence of sudden public incidents, the government＇ s administrative prevention and treatment reflect a growing level of its capacity. In this paper, legal analysis has been done to the government＇ s ability reflected by the public emergencies, and based on this analysis, the authou points out that legislation of public emergencies, executive of the administrative powers and administrative relief should be attached great importance to, furthemore a useful thought has been done to that need for increased attention of the problem. Therefore the authou hopes this will further enhance the governments ability to handle public emergencies.
