Building of Systems is the Fundamental Guarantee of the CPC's Ruling Capacity

加强中国共产党执政能力建设是党的十六届四中全会提出的重大课题。制度建设对执政党建设具有根本性长远性意义;制度建设是提高党执政能力的根本保证;必须改革和完善党的领导体制和工作机制。

Strengthening the CPC＇s ruling capacity is a great task which was put forward in the 4^th Plenary Session of the 16^th National Party Congress. Building of systems has not only fundamental and long-range significance to the building of the ruling party but also is basic guarantee of improving the ruling capacity of the Party. So reforming and perfecting the Party＇s leading structure and work mechanism is necessary.
