Enterprise cluster would have the competitive advantages, when two related conditions, industry interrelation and synergy, are met. The connection of the competitive advantages of enterprise cluster with industry interrelation and synergy was analyzed. A connection matrix among the competitive advantages, industry interrelation and industry synergy are given. According to the combinations of the different related degrees, eight areas were divided into. Referring to the actual happening of the industrial parks, the characters and the aim of the the industrial parks were discussed. The management measures for the parks are also given.
