在我国转型时期,和谐社会要求政府肩负诸多角色,政府职能转变的重点在于促进社会的公平与正义、强化政府的公共特征、履行政府服务性职能、构建社会保障体系、确立政府的道德性角色,要完成这种职能转变和变革,必须完善政府公共服务体系、发挥政府在调整利益中的主导作用、推进社会管理体制创新、提高政府的公共服务能力,为构建和谐社会提供制度和法律保障。
