摘要
西方国家的政府采购活动历史悠久,并已形成了各具特色的政府采购政策。其功能主要体现在采购本国产品、扶持中小企业和保护本国产业发展等方面。中国自1998年开始正式实行政府采购制度,随着政府采购规模的不断扩大,将对我国社会发展和经济运行产生越来越深刻的影响。我们应当借鉴西方国家在这一方面成功的经验,进一步明确我国的政府采购政策的功能定位,充分发挥其积极作用。
Western government procurement has a long history and has already formed its own models tor procurement activities and boundaries within which the policy functions include politics, economics and international affairs. With the incnease of Chinese government procurement, we should learn from these successful models and make the function of Chinese government procurement play its own positive role.
