摘要
化解农村信访矛盾,必须科学决策,依法行政,从源头上减少信访;建立健全村级财务管理制度,加强农村基层党组织建设,严肃查处农村基层干部违纪违法案件,提高农村信访工作人员的政治素质和业务素质,积极引导群众依法信访,提倡科学信访。
It is necessary to make a decision and policy and administrate by law in order to resolve the contradiction of lodging a complaint in countryside. The establishment and perfection of financial system, primary-leveled organizations, the system of chasing the leader＇s function failures and so on are the keys to lead the public to the legal ways.
