摘要
根据农村社会保障发展的困境及改革完善农村社会保障制度的深远影响,本文认为强化政府责任是突破农村社会保障困境的关键。政府的责任首先表现在明确社会保障制度建设的目标定位,还表现在进一步完善农村社会保障体系以及改革相关配套措施。
According to the predicament that the rural social security development and the profound influence of the reform and perfect rural social security system, this text thinks strengthening the government responsibility is the most important to break the predicament of the rural social security. The Government＇s responsibility is first being define the improvement target of the rural social security institutional, and perfect of security system as well as the reform relevant supplementary measure.
