摘要 业务流程再造和组织结构变革是构造科学公司治理结构的重要一环。2005年上半年,作为工商银行总行进行城市行机构扁平化改革试点的厦门分行,在整合业务流程、优化组织架构、完善管理机制等方面进行了积极的探索,同年8月对辖属网点全面实施了直通式管理。厦门分行的扁平化改革遵循“以推行集约化经营为目标,整合业务流程,以梳理业务流程为基础,优化组织架构”的总体思路,坚持以客户为中心、以效益为导向、以内控为基础和以人为本、循序渐进的原则,实行分行-支行两级机构管理模式,合理确定网点支行的管理半径,分专业进行业务流程重组,取得了一定的成绩。 Business process reengineering and structural reform constitute an important link in scientific corporate governance. In the first half of 2005, Xiamen Branch, a reform pilot branch of ICBC to flatten urban branch structures, made active attempts at integrating business process, optimizing organizational structures and improving management mechanism. In the August of 2005, the branch began to exercise direct-through management over all outlets under its governance. Guided by the general guidehne of inte- grating business process to realize intensive management and readjusting business process to optimize organizational structure, they followed a customer-centered, profit-oriented and peopled-based principle designed to achieve gradual progress through strict inter- nal control. They institutionalized a binary management between branch and sub-branch, reasonably set the management radius of business outlets and reengineered business process according to business categories. Their attempts are fruitful.
