Based on the construction of harbor, the area of three hays and one sea in Japan focus on the development heavy industries, chemical industries and marine logistics. And these areas have become the model of harbor economy. This paper explains their characteristics of harbor economy and the contribution to the Japan ＇ s national economy, which can be good reference to the development of Chinese harbor economy.
