摘要
产业集群因其具有技术创新、开放、企业的相互竞争与合作等表现,被逐渐认作是一种复杂的适应系统。由于其自组织的本质特征,使产业集群具有了涌现性功能。本文以产业集群的复杂性为前提,对建立产业集群共性技术创新体系存在问题的根源进行了分析,提出了产业集群共性技术创新体系的概念,以及基于涌现性的以企业为主体政府引导型产业集群共性技术创新体系的模式与组织形式。
The industry colony is gradually considered as a complex system since it has the features of technical innovation, accessibility, cooperation and competition among enterprises. Tiffs paper analyzes the causes of problems existing in the technical innovation system construction of the industry colony and the concept of teclmical innovation system as well as its pattern and organization form.
