摘要
本文从天津市水环境保护的战略出发，系统地论述了水环境保护的目标管理、水环境保护规划、总量和浓度相结合的控制方式、集中与分散相结合的综合治理途径、促进生态平衡的综合性保护措施等一系列环境管理思路和方法。
From the view of the strategy for the water environment in Tianjin,a systematic description of the thoughts and methods for the enrivonmental management has been made at the present article in such aspects as the target management of water environment protection ,water environmental protection plan,the combined control mode in relation to both the total amount and concentration of the pollutants,comprehensive control approaches by considering the combination of collective and dispersing treatmentand as well as the comprehensive protection measures for promoting ecological balance.
