Planning Approaches Towards the Sustainable Development of Shanghai

上海要建成国际大都市,必须改善现有的生活环境和工作环境,实现经济、社会和环境的协调发展。上海在可持续发展中存在着许多问题,主要包括水资源、能源、居住水平、道路交通、建设用地、绿地建设、污水处理等7个方面。为了解决这些困难,上海目前修订了城市总体规划。文章详细地阐述了规划中的可持续发展思想和对策。规划中确定了2010～2020年上海的人口规模、建设用地总量,并合理设置了工业用地;明确了城市的发展方向,完善了城市布局结构;确定了水资源、能源、住宅建设、绿地、自然保护区的规划安排。

Being an international metropolis, Shanghai should improve her existing living and working environment, realize the coordinated economic, social and environmental development. There are many problems exist in the sustainable development, mainly including water resources, energy, residential level, road traffic, constructive land.green cover.sewage treatment etc. Description on the thought and countermeasure of sustainable development planning were presented. To determine the population in the years of 2010-2020 in the planning, the total area of constructive land use and rational layout of industrial land use; to definite the urban development orientation, and bring the urban layout construction to complete; and to do better arrangement for water resources, energy, residential construction, green cover and natural conservation area planning etc.
