上海大气环境质量显著改善的对策效果分析

摘要 以上海市控制大气污染为对象,分析了改善大气环境质量的有效对策与效果。通过以城市环境综合整治定量考核为抓手,采取建设烟尘控制区,不断更新锅炉房除尘器、专项综合整治污染严重地区,调整工业布局、提高城市气化率、节能等措施,采用加强管理、增加投入等对策,上海市SO_2年日平均值由1989年的0.099mg/m^3下降为1995年的0.053mg/m^3,下降了46.5%;TSP由0.315mg/m^3下降为0.246mg/m^3,下降了21.9%;降尘量由23.0t/(月·km^2)下降为14.3t/(月·km^2),下降了37.4%。大气环境质量已接近国家二级标准。 Taking atmospheric pollution control in Shanghai as the target to analyze the countermeasure and effects of ameliorating atmospheric quality. Starting from quantitative examination of urban environmental comprehensive harnessing, adopting establishment of smoke control area, renewing dust extractor, comprehensive harnessing heavy pollution area, arranging industrial layout, increasing the efficiency of gasification in urban, saving energy measures, strengthening administration and increasing input etc.. the yearly daily average value of SO2 was 0.099mg/m3 in 1989, decreased to 0.053mg/m3 in 1995, decreased 46.5%; TSP from 0.315mg/m3 to 0.246mg/m3, decreased 21.9%; dust fall from 23.0t/(km2****mon) to 14 .3t/(km2****mon). decreased 37.4%, the ambient air quality approached the second grade of national standards.
