摘要
改进的逻辑框架法可以用来分析项目诸多因素(包括投入、产出、目的、目标)之间的因果关系,并在水平方向说明规划或者初步设计指标数据与实际之间发生偏差的原因。将该方法运用于黑河中游5 a调水和3 a治理项目的效果后评价,方便直观地理清黑河调水项目中多种因素之间的关系,并取得较好的效果。
The improved LFA is used to analyse the causality among many factors such as input, output, aim and goal and also explain the reasons of the difference of the index datas between the programming or preliminary design and practice operation. In this paper this methord has been applied into the post - evaluation under the project of 5 years' water diversion and 3 years' controlling in the middle reaches of HeiHe River. By this way the complex relation can be seen conveniently directly and the result turn out to be good.
