摘要
论述了安全经济投入的安全性和经济性两种特征及主动和被动两种方式的关系。认为正确认识和处理这些关系，有助于提高人们对安全经济投入的认识。
Safety and economic characteristics of safety investment and its relationship between active and passive mode were discussed.It is understood that recognizing and managing the relationship correctly would be advantageous to emphasizing the importance of the safety investment and could improve the investment behavior.
