资源环境约束状态下的电力行业推进循环经济的探讨

Circular economy promotion in electric power industry under environmental and resource restriction

循环经济是对传统发展模式的变革,循环经济倡导的是将传统的单向的线性经济“资源-产品-废弃物排放”,转变为闭环流动型经济“资源-产品-再生资源”;循环经济特有的运行规则是减量化、再利用、资源化的3R原则。探讨了在资源环境约束状态下,如何将循环经济的理念、思想、原则纳入到我国电力行业的发展模式中,改变传统的高投入、高污染、低产出的模式,保证电力行业的发展和环境保护目标要求的实现。

The development models ofcircular economy at home and abroad are discussed. The practice ofcircular economy in China is introduced.The idea of transferring the ＂resource-product-waste＂ linear economic development model into the ＂resource-product-recycling resource＂ closed-loop model is encouraged. The promotion of circular economic theory in China eclectic power industry is studied. Some ideas for economic development and environmental protection are suggested.
