中西文化对“诚信”有不同的理解:中国文化更强调诚信中“诚”对“信”的形上意义,西方文化则因契约论传统而更看重“信”的理性价值。在中国社会加速转型和市场经济初建时期,重塑诚信必赖制度基础。制度的普适性本质确保了制度对诚信保障的一般功能;内在制度和外在制度也各自发挥着对诚信的保障功能,其中体现了诚信与制度深刻的内在关联。诚信缺失与制度的供给失当有着密不可分的关系。

There is the different understanding to “honesty and credit” in Chinese and the West culture, The Chinese culture emphasized the “honesty” to in shape significance, but western culture regards the “credit” as the rational value because of the contract. During the reformation and the beginning of the market economy in Chinese society, the construction of “honesty and credit” have to depend on the foundation of the system . The common essence of the system has guaranteed the function of the “honesty and credit”. The intrinsic system and the external system also displayed their function respectively, in which has been manifesting the connection of “honesty and credit” and the system. The absence of “honesty and credit” and the improper supplying of the system have the inseparable relations.
