关中城市集群经济体系的培育与运作

Cultivation and Operation of the City Group Economic System in Guanzhong

陕西关中地处内陆地区,城市经济实体是发展这一区域经济的首选实体。而在城市带动作用的发挥上,尽快形成集群经济体系是关键环节。要加快以西安为中心的关中经济带建设,发挥中心城市生产力的辐射带动作用,使关中地区尽快崛起,带动陕南、陕北,以实现陕西经济的跨越式发展。关中经济带发展集群经济体系,须重点培育关中城市间的产业分工,加快西安—咸阳经济一体化步伐,提升关中二阶地区生产力水平,实施政府推动战略。

Shaanxi Guanzhong lies in inland region. The city economic community is the first selection that develops this regional economy. With the city leading, it is crucial link to form group economic system as soon as possible. To quicken the city group construction in the center of Xi＇ an, to develop the radiation of central city productivity makes Guanzhong region rise abruptly as soon as possible, and drive Northern Shaanxi and southern Shaanxi in order to realize the great-leap-forward development of Shaanxi economy. In Guanzhong region, to develop group economy must cultivate industrial division among cities to accelerate Xi＇an -Xianyang economic integration, promote the productivity of the second period region, and implement government promotion strategy.
