摘要
回顾了我国50年航天发展历程中所形成的运用系统工程实施科学管理的理念、体系及方法;阐述了顶层设计,统筹规划,统一领导,是中国航天系统工程的本质体现,是航天科学管理的重要特征,是中国航天持续、健康发展的根本保证。
The paper reviews the system engineering formed during the development of China＇s space activities in the past 50 years and the principle, structure and method of its scientific management. It states that top-level design, overall planning and centralized administration are the essential manifestation of system engineering of China＇s space activities, and also are the important feature of scientific management of space activities and the fundamental guarantee for the sustained and healthy development of China＇s space activities.
