我国农村公共产品供给存在着总量不足、结构不合理、城乡间失衡等几个主要问题。取消农业税后,由于乡镇财政缺口加大、现行的“一事一议”制度缺陷甚多、免税引发的“要地热”激起村民矛盾,农村公共产品供给更趋困难。要解决这些问题,实现农村公共产品的有效供给,就要从多个角度进行制度和体制的改革与完善。
