摘要
乡镇财政压力问题既是当前的社会热点,也是摆在乡镇政府面前的难点。本文提出了按公共财政理论规范乡镇政府职能,划分乡镇政府职权是减轻乡镇财政压力的关键。转变政府职能,优化财政支出结构是缓解乡镇财政压力必由之路。
Financial pressure in villages and towns is not only a social hotspot but also a difficulty. This paper suggests that government function should be standardized based on the public finance theory, which is a key step to release the pressure. It is a necessary way to change governmental function and optimize the payout structure of finance in order to ease the tension.
