Leader＇ s qualification and non - power influence become more and more important, which is not only the motive of the behavior of the civil servants, but also the guaranty of the governance, and which decides as well the support of the public and the efficiency of their daily work. Therefore, qualification and ability of education authority at all levels have to be upgraded.
