行政执法不仅是行政主体的行政行为,更是一个由多层次关系密切交织而成的网络。行政执法中存在着多方利益主体的真实博弈,行政执法的效果也会受到多方利益主体的严重影响。对行政执法的认识,不能仅从行政主体的行为视角出发,而应当从行政执法的行为向度、关系向度等综合视角考虑。只有如此,方能把握行政执法的全貌与本质。

Administration execution is a network closely knitted by multi- level relations more than an administrative action of the administrative subject. There exists real game of different interest subjects, and accordingly the effect of administration execution will seriously influenced. Understanding of administration execution should start from integrative perspectives like action and relation direction of administration execution, rather than merely from the perspective of the subject＇s action. Only by this can the administration execution and its nature be grasped.
