电子政务绩效评估及其机理研究

Study of Evaluation and Its Mechanism of Electronic Government Affairs Performance

从评估内容层次化、评价体系动态化等7个方面分析了电子政务绩效的评估机理,并在5种主流基本评估模式基础上,提出了电子政务绩效的3种基本评估类型;按照构建指标体系、确定评估标准或理想模式、建立权重体系、采集与处理评估数据、评估分析与综合、撰写和提交评估报告6方面内容理顺了电子政务绩效的评估流程,并从电子政务信息资源有效整合和共享的角度,讨论了评估资源的整合及其标准化问题。

This paper studies the measurement mechanism of electronic government affairs performance from seven aspects, such as the layer of evaluation contents and dynamic evaluation system, and on the basis of the five main measurement modes, it points out the three measurement classifications of electronic government affairs. And what＇ s important, according to six points as setting up the index system, determining the measurement standard or the ideal mode, building up the power weight system, collecting and processing the measurement data, measurement analysis and synthesis and writing and handing over the measurement report, the paper rationalizes the appraisal process of the electronic government affairs performance and discusses the integration of measurement resources and its standardization from the view of valid integration and sharing of the information resources of electronic government affairs.
