公共管理视角下村民自治制度的困境及反思

Research and Consideration on the Difficult Situation of Villagers'Self-management in the View of Public Management

村民自治组织制度的设计中蕴含了现代民主理念,但它却带有明显的国家赋权特征,因而使村民自治制度在现实的运作过程中缺乏相应的社会土壤和必要的体制空间。从竞争观念、服务意识、契约精神等公共管理的研究视角出发,对村民自治运行中的若干问题进行描述与分析,是一个值得认真反思和探讨的问题。

The villagers＇ self - management system has contained modern democratic idea, but it actually shows the characteristics of the power bestowed by country, thus causes the villagers＇ self- management system to lack the corresponding social conditions and the essential system space in its practical operation process. Studying from the views of public management such as competition idea, service consciousness, the contract spirit and so on, we can know that the description and the analysis on several problems appearing in the operation course of villagers self- management system is a problem which is worth carefully considefiy and researching.
