摘要
人口流动有其自身的发展规律,我国劳动力流动的基本制度变迁为劳动力流动提供了基本的制度保障。在我国现有的制度安排下,劳动力流动的人力资本配置效应、人力资本投资效应和累积效应在正反两个层面呈现多元态势。同时,劳动力流动引致区域间人力资本的空间分布差异。“民工荒”现象从侧面表明我国劳动力流动的人力资本效应空间依然很大。
There are developing rules for population flow. The changes of basic institution of labor flow in our country provide essential institutional guarantee for labor flow. On the current institution arrangement, the effects of allocation, investment and accumulation of human resources for labor flow show Multi-situation in positive and negative position. Labor flow leads to the spatial distribution discrepancy of human resources. "Labor shortage" indicates that there is a large space for the human resources effect of labor flow indirectly.
