村级管理的制度化是农村社会和谐的基础——对平度市许家村和东岳石村的调查与思考

Systemization of Village Administration is the Basis of Social Harmony in Rural Areas——investigation and reflection on Xujiacun and Dongyueshicun in Pingdu City

加强村级管理制度化建设,建立起科学、系统、规范的农村村级规章制度,是实施乡村综合治理,规范村干部行为,实现农村和谐发展的重要前提。本文结合新农村建设的要求,就农村制度建设的相关问题进行了调研。通过分析调查结果,我们认为,党支部应在村级管理制度化建设中发挥核心作用;村级管理制度建设、村规民约的制定必须体现《村民委员会组织法》的立法精神,符合民意、反映民情;村规民约的执行必须坚持公开、公平、公正原则,不能搞“形式主义”;制度建设必须着力于提高农民的素质,维护村民的合法权益,调整干部和村民的利益关系,有利于农村社会的和谐。

Strengthening the system construction of village administration and laying out scientific, systematic and rational village-level regulations are an important prerequisite to the integrated administration of rural areas, regularizing rural carders＂ behavior as well as rural stability and harmony. The author in this paper conducts a survery concerning the revelant problems of rural regulation construction. Based on the data drawn from the survey, this paper holds four viewpoints as follows. First, rural party branches must play the key role in the system construction of village admininstration. Second, system construction of village administration and village must be made according to the villagers ~ will and in conformation to the gist of ＂Villagers Committee regulations Organizing Law＂. Third, village regulations must be carried out according to the principle of just, fair and open and formalism must be opposed. Fourth, the regulation construction must put priority to the promotion of villagers＇quality, to the protection of the legitimate rights and interests of villagers as well as to the re-adjustment of the interest relations between the village cadres and the villagers.
