On the Social Security of a Harmonious Society

构建和谐社会,促进社会公平与正义成为党在新时期的奋斗目标,而社会保障对于消除收入和财富分配的不平等,缩小城乡差距,维护社会稳定,推动经济社会协调发展,建立和谐社会具有重要意义。应当按照经济发展与社会发展提供的条件和要求,确定社会保障建设的“度,”并合理界定、协调处理社会保障制度内部各组成部分及各方主体利益关系,调动各方积极性,齐心协力共建适合和谐社会的社会保障制度。

While building a harmonious society and promoting social fairness and justice have become the objective of the Party, social security is of great importance to lessening the inequality between income and wealth distribution, to diminishing the gap between urban and rural areas, to maintaining the stability of the soci- ety, to stimulating a balanced socio-economic development and to building a harmonious society. It is imperative to decide on a reasonable ＂degree＂ to which our social security should be set up in line with the conditions and requirements supplied by the economic and societal development. So it is to rationally define and eoneordantly handle the interests of the component parts within the system of the social security and the relationships of interests between the various parties so as to act in concert in establishing a social security system adapted to a harmonious society by mobilizing the enthusiasm of all the sides related.
