The City of Guangzbou lies at the center of the most rapidly urbanizing area on the planet, the Pearl River Delta. The delta is home to the greatest concentration of industries in the world, having been transfused from a largely agrarian region to an indust rialized region within the span of a generation. As a consequence of this rapid transformation, the city is exbenencing unprecedented stress on urban systems, land utilization and environmental resources. In response to this stress, the provincial government has initiated a regional planning process to better coordinate development within the delta. One outcome of this process has been the annexation of a 370-square-kilometer area southeast of the city encompassing a 65-kilometer length of the Pearl River, including agricultural lands, villages, historic sites, islands and developed areas along the riverbanks.Sasaki Associates was commissioned to develop a conceptual ur ban design strategy for the newly annexed area and prepare a prototypical planning approach for several focus areas within the study region.
