西部地区高等教育发展面临的困难与对策

The difficulties that confront the development of higher education in western regions and countermeasures

当前我国西部地区高等教育发展中面临着办学经费严重不足,高水平学科带头人严重短缺,学科发展水平不高,服务社会能力不强等问题。高等教育是社会经济发展的助推器,是西部大开发的重要力量,促进西部地区高等教育发展也是落实科学发展观、构建和谐社会的保障和前提。为此,中央政府应加大对西部地区高等学校的支持力度;西部地区的地方政府应将高等教育的发展纳入地方社会经济发展的总体规划之中,深化高校改革,加快高等学校的发展步伐。

The difficulties that confront the development of higher education in western regions include severe lack of expenditure for running school, severe shortage of highly- qualified discipline leaders , low level of discipline development, weak abilities to serve the society ,etc. Higher education is the driving force for the development of society and economy, and plays an important role in exploring the potential of western regions at a large scale. And to promote the development of higher education in these regions is the safeguard and prerequisite for carrying out the policy of scientific-oriented development and constructing a harmonious society . Therefore , the central government should strengthen the support for higher education schools in west regions ; local government in these regions should include the development of higher education in the general program of regional social and economic development ,further reforming higher education schools in these regions ,accelerating the pace of its development.
