摘要
本文在对价格下限管制理论概述的基础上,分析了中国移动通信市场实施价格下限管制的必要性以及特殊性(包括管制目的、地区差异性和相关成本数据的缺乏),在借鉴了国外实施价格下限管制的相关经验之后,从业务组合的设计、价格下限的设定、具体实施与审核等方面提出了具有一定可操作性的建议。
Based on the theoretical introduction to the price floor regulation, this paper analyzes the necessity and particularities of implementing the price floor regulation in the mobile telecom market in China, like purposes of th6 price floor regulation, regional variation and shortage of key cost data. In the light of international experience, this paper puts forward several workable regulatory suggestions with regard to the design of service basket, price floor, application and examination.
